On February 28, 2017, the San Joaquin County Board of Supervisors directed the Office of County Counsel to explore the costs and benefits of permitting commercial cannabis activities as allowed under State law and bring back policy options for the Board’s consideration.
The Medical Cannabis Regulation and Safety Act (MCRSA) and the Adult Use of Marijuana Act (AUMA) legalized a variety of commercial cannabis activities, including cultivation, transportation, manufacturing, testing, distribution and sale of cannabis for both medical and recreational use.
Both laws allow counties and cities to determine which, if any, of these commercial activities they wish to allow in their communities and to develop their own local regulations and taxes.
Public outreach for the Cannabis Policy Project will continue through the end of July, at which point staff will present policy options to the Board with the goal of having a policy in place prior to December 31, 2017.
WORKSHOP SERIES
County Counsel will hold a series of public workshops to share information and gather public input as the County makes these policy decisions. Workshops will be held by Supervisorial District. Members of the public are encouraged to attend.

The website for the newly-formed San Joaquin Cannabis Policy Project was developed by the Office of County Counsel to help gather input from citizens, community stakeholders, and industry professionals on the potential opportunities and impacts from permitting various commercial cannabis activities in San Joaquin County. Outreach efforts will include town hall meetings, workshops, and public input through the program website and social media platforms.
